For 24/7 access to your current account balance, log in to your online customer portal through FOWD.com. The portal allows you to view your current balance, past and present billing statements, payment history, and gives you access to download them as well. You may also contact Customer Service at (916) 967-5723 during business hours for assistance.
Fair Oaks Water District offers several convenient payment options. You can pay online 24/7 through the customer portal, where you can also view your bill, enroll in AutoPay, schedule payments, and manage paperless billing. Customers may also pay by mail, in person at the District office, by phone, or by using the secure payment drop box located at the District office. Yes. The online customer portal allows you to view your current bill, payment history, account balance, and water usage information.
To set up an Electronic Funds Transfer from your bank at no cost to you, please complete the Electronic Funds Transfer Application. Customers can also enroll in AutoPay through the online customer portal. AutoPay provides a convenient way to make sure your payment is made on time each billing cycle.
Log into your online customer portal and select Paperless Billing in your account settings. Once enrolled, you will receive bills electronically instead of by mail.
Select the Forgot Password link on the customer portal login page and follow the instructions to reset your password.
π Water Usage & Meters
Customers can view water usage history through the online customer portal. Reviewing usage regularly can help identify unusual consumption and potential leaks.
Higher water bills are commonly caused by increased irrigation, seasonal weather, leaks, filling pools, or changes in household occupancy. Customers can compare current and past usage through the online portal to help determine the cause.
A water leak may be present if you notice an unexpected increase in your water bill, hear water running when no fixtures are in use, see wet spots in your yard, or find that your water meter continues to move when all water inside and outside your home is turned off. Checking your meter is one of the easiest ways to identify a possible leak. If you suspect a leak and need assistance, Fair Oaks Water District Customer Service can help you review your water usage and provide guidance on the next steps. This version is customer-friendly because it explains the common warning signs and gives customers a simple action they can take before contacting the District.
π Moving & Service Changes
Welcome to Fair Oaks Water District! To place a water service in your name, please contact Customer Service as soon as possible. A copy of the recorded deed is required and may be submitted to: customerservice@fowd.com. Once the necessary information is received, District staff will establish your account and provide details about billing, payment options, and online account access. To get started, contact Customer Service at (916) 967-5723 or email customerservice@fowd.com for assistance.

π§ Water Supply & Quality
Fair Oaks Water District is committed to providing high-quality drinking water that meets or exceeds all state and federal drinking water standards. Cloudy water is often caused by tiny air bubbles and is usually harmless. Allow a glass of water to sit for a few minutes. If the water clears from the bottom up, the cloudiness was caused by air.
Temporary discoloration can occur after maintenance activities, changes in water flow, or nearby fire hydrant use. Running a cold water faucet for several minutes may help clear the water.
π° Backflow & Cross Connection
A backflow prevention device protects the public water system by preventing contaminated water from flowing backward into the drinking water supply.
Annual testing helps confirm that the backflow prevention assembly is operating correctly and continues to protect the public water supply.
π₯ Fire Flow & Development
Fire Flow Analysis request forms are available on FOWD.com. Submit the completed application and required site plans for review by District staff.
Development and construction inquiries should be directed to the District. Additional applications, standards, and development information are available on FOWD.com.
π Escrow & Property Sales
Preliminary Demand requests should be emailed to customerservice@fowd.com and include the property address, owner information, escrow information, and anticipated close date.
Final Demand requests should be submitted at least 48 business hours before the close of escrow to allow sufficient time to obtain a final meter reading and calculate final charges.
The District typically requires ownership information such as a recorded deed before establishing a new account for the buyer.
π¨ Service Problems
If you observe water leaking from a street, hydrant, meter box, or other District facility, please report the location to Fair Oaks Water District as soon as possible.
Please contact the District and provide the hydrant location and a description of the damage.
For water emergencies occurring outside normal business hours, call the District's main phone number and follow the after-hours emergency instructions.
