An Open Rate Setting Process
The Fair Oaks Water District (FOWD) Board of Directors and staff establish customer water rates through an open process that involves customer participation and input. District staff begins the annual budget process in July of each year, six months prior the start of the new fiscal year in January. The budget then proceeds through senior management and an ad-hoc budget committee of board members for further review and analysis. Following this process, the budget package is then presented to the entire Board for input and refinement; and then presented to our customers, requesting their input through information sessions and community presentations. After this input has been gathered, any needed modifications are made to the budget package, before approval is sought at a final public hearing, generally held in early November.

Did you know? From start to finish, the budget process involves over 300 hours of District staff time.
