The Fair Oaks Water District is governed by five board members. The board members are publicly elected to four-year staggered terms representing geographical divisions. The Board of Directors meets on the second Monday of every month at 6:30 p.m. to make business decisions about District-related issues and policies. Additional board workshops and special board meetings are sometimes held to address specific topics that need extensive review or discussion. All board meetings are open to the public and normally take place at our office located at 10326 Fair Oaks Blvd. in Fair Oaks Village. We encourage you to attend!

Division 1 – Current Term Expires on December 31, 2018
Dave Underwood is the director representing Fair Oaks Water District Division 1. Mr. Underwood was appointed to the board in April 2014 and has considerable experience in the water industry. Mr. Underwood is a Professional Engineer who gained his BS in civil Engineering from CSU Sacramento in 1994. His career with the County of Sacramento began in 1986 and he is currently the Senior Engineer with the Sacramento County Water Agency which serves over 150,000 people. Mr. Underwood sits on the Sacramento Area Emergency Operations Council as the Sacramento area water purveyor representative and is a contributing-author of “Diverse Perspectives within a Successful Water Recycling Program” published by Water Reuse Association (2008). In 2004, Mr. Underwood served as President of the Sacramento Area Water Works Association and Chair of the CA/NV Chapter of the American Water Works Association.

Michael McRae is the director representing Fair Oaks Water District Division 2. Mr. McRae was appointed to the board in June of 2012 and is 2014 Board Vice President. In 2004 he was a member of the Fair Oaks Water District Financial Review Committee and has attended District meetings advocating on behalf of the District’s ratepayers. Mr. McRae is an electrical engineer with the Sacramento Municipal Utility District, specializing in telemetry and communications networks. His education includes a master’s degree in electrical engineering from California State University, Sacramento. When not working, Mr. McRae fills his time with family activities, outdoor recreation, and home improvement projects.
Division 3 – Current Term Expires on December 31, 2018
Gary Page is the director representing Fair Oaks Water District Division 3. Mr. Page was appointed to the board in April 2017. In 2004 he was a member of the Fair Oaks Water District Financial Review Committee and has served as a public representative on the Sacramento Water Forum dealing with key issues such as groundwater management, water diversions, dry year water supplies, water conservation, and protection of the lower American River. Mr. Page has also served the Sacramento community as President of the Sacramento County Alliance of Neighborhoods, board member with the Environmental Council of Sacramento and President of the Met Sacramento Charter School. Mr. Page is an Educational Program Consultant with the California Department of Education specializing in the Business and Finance career sector and State Chair for the California Future Business Leaders of America student organization. His education includes a Master’s degree in Urban Affairs and Public Policy Analysis from the Southern Illinois University at Edwardsville and a Bachelor of Science degree in Public Administration from Eastern Michigan University. He enjoys organic gardening, mason bee keeping and making Kombucha tea.
Division 4 – Current Term Expires on December 31, 2020
Randy Marx is the director representing Fair Oaks Water District Division 4. First elected to the board in 2004, Mr. Marx has lived in Fair Oaks since 1987. His family consists of his wife, Cynthia, and children, Elliot and Emily. Mr. Marx is a Vice President with Brown and Caldwell Environmental Engineers, and works on a variety of environmental science and engineering projects. Mr. Marx has a master’s degree in environmental engineering and a bachelor’s degree in biology from Stanford University. He enjoys running, tennis, and biking, and in fact has been commuting on his bike to school/work since first grade.

Misha Sarkovich is the director representing Fair Oaks Water District Division 5 and was first elected to the board in 2004. Before retiring in 2016, Mr. Sarkovich was a project manager with the Sacramento Municipal Utility District, his responsibilities for SMUD included demand side management programs, such the Cool Roof, Shade Tree, and Power Protection Services. Past responsibilities include performing financial impact and process evaluations, load research, statistical and cost effectiveness analysis, and market research to support development of new energy products and services. Mr. Sarkovich earned a Ph.D. in economics in 1985 from Florida State University, Tallahassee, and bachelor’s and master’s degrees in economics from California State University, Sacramento (1980 and 1979).
